XFIR Extension: DUAL paper / digital system until 15.09.2026

The decree extending XFIR has been definitively approved. The approval allows a dual paper and digital regime for the waste identification form. The Senate has definitively approved the conversion law of the “Milleproroghe” decree. According to the approved amendments, the waste identification form may continue to be kept in paper format until 15 September 2026. Until the same date, sanctions related to the transmission of form data to the electronic system will also be suspended.

Dear RENTRI users,

This is to inform you that the event referred to in the notice of 13 February 2026 at 09:00, which caused the partial and temporary unavailability of RENTRI services, is considered resolved, limited to the following areas: Service for registration and payment of the contribution; Service for the digital validation of FIRs and registers; Support services for maintaining loading and unloading registers and for transmitting to RENTRI the data relating to operations recorded in the chronological loading and unloading register.

Therefore, as of 18 February 2026 at 00:00, the regular operating conditions of the above-mentioned services will be restored; the use of the security operating procedures provided for in Annex 1 to Director’s Decree No. 319 of 30 October 2025 will no longer be permitted.

The provisions concerning the possibility of using the security operating procedures provided for in Annex 1 to Director’s Decree No. 25 of 5 February 2026 for the management of FIRs in digital format shall remain in force until further notice. Until the publication of the closure notice, the management of FIRs in digital format in accordance with the operating procedures set out in Article 7, paragraph 8, of Ministerial Decree 59/2023 shall continue to be considered a legally valid option.

FIR – WASTE IDENTIFICATION FORM

The digital FIR introduces new procedures for completing, signing, and storing data related to waste movements. Producers, transporters, and recipients are required to comply with specific procedures, especially for hazardous waste, whose data must be transmitted to RENTRI within defined deadlines. Some fundamental obligations, however, remain unchanged, such as the producer’s responsibilities and the timeframes for issuing the form. Digital or paper FIR: what changes with the RENTRI system

With the entry into force of the RENTRI system, obligated entities must adapt to the use of the FIR (Waste Identification Form), in digital or paper format depending on the type of waste and the operator’s profile. The digital FIR is mandatory for hazardous waste, while for non-hazardous waste the paper form remains possible, subject to prior validation. Producers registered with RENTRI can also choose the format based on their operations. Conversely, those who are not registered can issue only the paper FIR and only for non-hazardous waste.
