Waste traceability management is entering a new phase with the Formulario di Identificazione del Rifiuto (FIR) — the Italian waste tracking form — now available in digital format (XFIR). For the parties involved, the shift to digital introduces new procedures for issuing, filling out, signing, and managing the FIR, involving the producer/holder, the carrier, and the recipient.
How does the digital FIR work?
Before transport begins, the FIR is issued and filled out digitally. At departure, it must be complete and digitally signed by both the producer/holder and the carrier; once both signatures have been applied, the document can no longer be modified. At the end of transport, the recipient records acceptance or any rejection of the waste, the date and time of arrival, and applies their own digital signature. The complete copy is then returned to the producer/holder.
Parties subject to this obligation are also required to meet specific requirements for transmitting data to RENTRI and for digital record-keeping.
Preparing for the XFIR
The transition affects not only the document itself but also company organization. It is necessary to check in advance: RENTRI access, digital tools, authorized personnel, signatures, and internal procedures. At the time of collection, the tools needed to manage the digital FIR must be properly configured and fully functional.
